Texas House Appropriations Committee Dips Into Rainy Day Fund

Via the Austin American-Stateman:

The House budget-writing committee approved legislation to use $3.11 billion from the rainy day fund on Tuesday afternoon.

But the unanimous vote on House Bill 275 did not reflect the true partisan division of the committee over how state leaders are using the rainy day fund.

Democrats registered their dissent by voting as a bloc against a companion bill, House Bill 4, which makes budget adjustments to the current budget.

Earlier, Gov. Rick Perry and House Speaker Joe Straus had announced an agreement to use the rainy day fund only to close the $4 billion deficit in the current budget. They state outright that no rainy day fund money will be used in the upcoming 2012-13 budget where a gaping shortfall will remain.
